That definition has become the outline for the Pastoral Evaluation Process, which was tested in many churches during 2006 and is now becoming the standard across all churches in our Conference.
These guidelines will also become part of the work of the Board of Ministry as they examine future candidates for ministry in New England.
All of these efforts are intended to build up effective transformational leadership in ministry for the churches in New England.

All pastors serving in the New England Conference will be evaluated using the Pastoral Evaluation Form, which is based on the definition of Transformational Pastoral Leadership (Appendix A). This process will involve:
-- the Pastor's Self-Assessment (Appendix C),
-- the Pastoral Evaluation Form (Appendix B), prepared by the Staff Parish Relation's Committee, and
--the District Superintendent's participation through conversation with the pastor and the Committee.
We have moved the annual Pastoral Evaluation to the spring so that every Pastor will be evaluated in the Parish where they have served during the past year. Pastors are asked to complete their Self-Assessment for Transformational Ministry (Appendix C) prior to their meeting with the Staff/Pastor Parish Relations Committee.
The Pastoral Evaluation (Appendix B) should be made available to the members of the Staff/Pastor Parish Relations Committee prior to the evaluation meeting with the Pastor. If the document is downloaded, the auto-calculate process can be used by individual committee members on their home computers or the forms can be printed out and filled in manually. The committee should meet with the Pastor to discuss the evaluation and the issues that may arise in the process. A single combined committee evaluation should be completed and signed off on by the Pastor prior to June 30th. This form should be submitted to the District Superintendent.
Transformational Pastoral Leadership - Pastor's Response, Goals and Strategies (Appendix F) form should be completed following that meeting to respond to issues identified in the evaluation. This form will provide guidance for upcoming work and to measure the effectiveness of the follow-up steps taken by the Pastor.
